After an ejido has completed the PROCEDE program and the majority of the parcels have been assigned, individual owners can apply for full ownership through the Dominio Pleno process. It is important to note that Certified Parcels can only be transferred or sold to non-ejido members, including foreigners after the Dominio Pleno process has occurred.
The Dominio Pleno process involves petitioning the ejidos general assembly for full ownership rights. After following the exact process, and receiving 2/3 of the assembly's support individual ejido owners can request a Private Title from the National Agrarian Registry.
It is also important to note that the first exchange of title is also subject to Rights of First Refusal which is further explained below.
